Head 2 (Cadet Service) on page 13 of the
Hong Kong Estimates, 1930, provide for twenty- three Class II officers (£440-£1200) among whom
is Mr. Wynne-Jones.
Head 5 on page 15 mentions three Assistant
Colonial Secretaries, but makes no provision for
their salaries with the explanation that these are
included in Head 2.
With due deference I suggest that the Acting Auditor's Query is based on a misconception, or a mistaken interpretati n, of Colonial Regulation
283. I submit that it is the fixed establishment,
under the Head of Estimates which provides the
money for it, to which the Governor may make no
unauthorised addition - not the staff of any
particular sub-division of the department in question,
in tis case the Cadet Service. How the Governor
sees fit to employ particular Cadet Officers is
immaterial, in so far as the Auditor is concerned,
provided the total authorised establishment be not
exceeded. The Colonial Secretary's answer to the
query seems to me, then, to be perfectly correct.
